Small digital night camera?

If someone wants to take digital night shots with a small pocket camera

is there anything inexpensive that can do that?

I have heard Fuji FinePix f20 or f30 are best in taking photos in
lowlight conditions. I came across this site which has plenty of
reviews for many types of cameras.
